Advising the ACP Group in Geneva: Looking for Senior Experts with WTO Negotiation Experience

For a project team to advise the ACP Group and its members in WTO negotiations in Geneva we are looking for three senior experts: (1) Services & Rules, (2) NAMA & Development/S&D; and (3) Agriculture. The Terms of Reference foresee three Key Experts with the following profiles: 

Key expert 1: Senior Expert (and Team Leader) on WTO Rules including Services – 120 w/d 100% on site (Geneva)

Qualifications and skills

  • At least a master’s degree in international trade law;
  • An excellent verbal and written command of English or French; proficiency in the other language would be an advantage;
  • Excellent presentation and inter-personal communications skills.

General professional experience

  • At least 15 years of professional experience in the field of trade negotiations especially at the MTS level;
  • Preferably 5 years of experience in carrying out needs assessments and providing institutional capacity building at the multilateral level, and mostly for the benefit of ACP and other developing countries;
  • Professional experience on the multilateral trading system, WTO agreements and of the issues currently under negotiations at the WTO and the issues of key interest to the ACP Group and other developing countries over the last 10 years would be an advantage.

Specific professional experience

  • At least 10 years of work experience in the negotiations and implementation of WTO agreements (WTO Rules, Trade in Services, Trade policy reviews, etc.), preferably for the benefit of ACP and other developing countries;
  • Seven years of professional experience on supporting and/or participating in the WTO rules negotiations (including anti-dumping and subsidies), preferably for the benfit of the ACP and other developing countries;
  • Three years of professional experience in supporting and/or participating in the services negotiations at the WTO, preferably for the benfit of the ACP and other developing countries.

Duration of work :120 m/days to be spent 100% on site i.e in Geneva with, the possible exception for certain specific missions relating to the technical assistance requirement in the context of this project.

Key expert 2: Senior Expert – NAMA and WTO Special and Differential Treatment – 80 w/d 100% on site (Geneva)

Qualifications and skills

  • At least a post-graduate degree international trade law, economics, international trade, or a relevant related discipline;
  • An excellent verbal and written command of English or French; proficiency in the other language would be an advantage;
  • Excellent presentation and communications skills.

General professional experience

  • At least 10 years of professional experience including 7 years at multilateral level in trade negotiations;
  • Seven years of participation and/or supporting the negotiations under the multilateral trading system of the WTO for the benefit of ACP and other developing countries would be preferable;
  • Preferably practical experience in carrying out needs assessments and providing institutional capacity building at the multilateral level for 5 years for the benefit of ACP and other developing countries would be an advantage.

Specific professional experience

  • At least 7 years of work experience in the negotiations and implementation of WTO agreements and specifically on NAMA and Development issues;
  • At least three years of experience in providing technical support to the NAMA negotiations at the WTO, preferably in favour of the ACP and other developing countries;
  • At least three years o experience in providing technical support to the Development issues negotiations (Special and Differential Treatment) at the WTO, in favour of ACP and other developing countries.

Duration of work :80m/days to be spent 100% on site i.e in Geneva with, the possible exception for certain specific missions relating to the technical assistance requirement in the context of this project.

Key expert 3: Senior Expert – Agriculture -  75 w/d 100% on site (Geneva)

Qualifications and skills

  • At least a master’s degree in international trade law, international economics, or a relevant related discipline;
  • An excellent verbal and written command of English or French; proficiency in the other language would be an advantage;
  • Excellent presentation and communications skills.

General professional experience

  • Minimum of 10 years of professional experience in international trade;
  • Seven years of professional experience on the agriculture negotiations under the DDA;
  • Preferably practical experience in carrying out needs assessments and providing institutional capacity building at the multilateral level for 5 years for the benefit of ACP and other developing countries.

Specific professional experience

  • At least 7 years of work experience in the negotiations and implementation of WTO agreements and specifically on Agriculture;
  • Five years of experience on trade negotiations under the WTO, WTO Development rules and developing country issues, with specific attention to the needs of the ACP and other developing countries, would be an asset.

Duration of work :75/days to be spent 100% on site i.e in Geneva with, the possible exception for certain specific missions relating to the technical assistance requirement in the context of this project.
