EXPERT PROFILES (as per TOR)

Team of experts with:

  • Extensive knowledge and clear understanding of Argentina's economic policy and investment agenda.
  • Deep knowledge of Argentina's institutional, legislative and regulatory environment as well as the modus operandi of the relevant institutions.
  • Extensive expertise in WTO law.
  • Extensive knowledge of Free Trade Agreements, including EU-MERCOSUR Association Agreement negotiations.
  • Knowledge of European economic operators in Argentina, including bilateral chambers and potential EU companies that may be interested in business presence in the country.

In view of the above, a working team of 2 people is recommended as follows:

  • Expert 1 / Team Leader: Working day estimation 66 days
  • Expert 2: Working day estimation 220 days

Expert 1: Team Leader

The Team Leader Expert will have the overall responsibility for the management and running of the project and in-depth analysis of at least 10 market access barriers, and for the preparation of detailed description papers and market access fiches per identified barrier. S/he will also have the overall responsibility for the preparation of draft EU business position papers on market access barriers for further discussion with MAT members. S/he will ensure meeting deadlines, quality, consistency and high-standard content of outcomes. S/he will have an in-depth knowledge of Argentina's economy, policies and investment needs.

Qualifications

  • Education at the level of Master's Degree or above in a field related to international relations, economic or law or equivalent professional experience of at least 10 years.
  • Knowledge of European economic operators Argentina, including bilateral chambers and potential EU companies that may be interested in a business presence in the country, is desirable.
  • Excellent communication skills in Spanish and English.
  • Excellent English drafting skills.
  • Computer literacy and mastery of the conception of online communication tools.
  • Excellent communication, interpersonal and analytical skills.
  • S/he must either be in possession of a valid work permit in Argentina or be able to carry out her or his work in the country in line with national labour and fiscal laws.

General professional experience

  • At least ten (10) years of content-related post-graduate professional experience in domains related business, Economics/Law, international trade and any other relevant area.

Specific professional experience

  • A minimum of ten (10) years' experience providing in-depth knowledge of business, economic and/or legal analysis on Argentina's trade and/or investment issues.
  • A minimum of 5 years over the last 10 years must have been carried out in Argentina. This is required in order to ensure that the expert fully understands the complexity of political environments, changing regulations and the evolution of trade and investment practices during the last administrations in office

Expert 2: Expert (market access barriers)

This expert will have the responsibility for the in-depth analysis of at least 10 identified market access barriers, and to prepare draft description papers and market access fiches per identified barrier. S/he will closely cooperate with the team-leader on the preparation of the respective EU Business position paper. S/he will work under the supervision of the team leader. S/he will have an in-depth knowledge of Argentina's economy and trade policies.

Qualifications

  • Education at the level of Master's Degree or above in a field related to international relations, economic or law or equivalent professional experience of at least 10 years ..
  • Knowledge of European economic operators in Argentina, including bilateral chambers and potential EU companies that may be interested in a business presence in the country, is desirable.
  • Excellent communication skills in Spanish and English.
  • Excellent English drafting skills.
  • Excellent computer literacy and mastery of the conception of online communication tools.
  • Excellent communication, interpersonal and analytical skills.

  • At least three (3) years of content-related post-graduate professional experience domains related to business, Economics/Law, international trade and any other relevant area.

Specific professional experience

  • A minimum of three (3) years' experience providing business, economic and/or legal advice and or analysis on Argentina's trade issues.
  • A minimum of three (3) years over the last eight (8) years must have been carried out in Argentina. This is required in order to ensure that the expert fully understands the complexity of political environments, changing regulations and the evolution of trade and investment practices during the last administrations in office.
