Looking for Trade Law/Policy Experts in/on Indonesia (EU-Indonesia CEPA Negotiation / Implementation)

WTI Advisors is assembling a team of three trade policy/law/economics experts to provide analysis and advice on Indonesian law and policy of relevance to the EU-Indonesia CEPA that is currently under negotiation. At least two team members need to speak Bahasa Indonesia. Could this be for you?  EXPERT PROFILES / EXPERTISE

Team Overall (not every member needs to tick every box)

a)     analytical capabilities and extensive knowledge of international trade, in particular EU external trade

b)     expertise in and/or access to expertise in a broad range of topics, sectors and areas covered by a new generation of FTAs (like the EU-Singapore and EU-Vietnam FTAs) and in particular thematic areas of the EU Indonesia FTA negotiations

c)     deep knowledge of Indonesia's political and economic reform, legislative and regulatory framework, local administrative and business practices

d)     thorough knowledge of the Bahasa Indonesia language and English

e)     Excellent communication and reporting skills

f)      Ability to work in a multicultural environment

The experts should have been directly exposed to Indonesian policy formulation in trade related areas. 

Civil servants and other staff of the public administration of Indonesia, regardless of their administrative situation, shall not be recruited as experts.

Expert 1: Team Leader (senior – min. 10 years experience) (90 working days)

The Team Leader will have the overall responsibility for the coordination and management of the team of experts carrying out the assignment as described in these Terms of Reference, ensuring meeting deadlines, quality, consistency, and respect for agreed templates and appropriate content of the outcomes.

The team leader is expected to be in close and regular contact with the EU Delegation to receive adequate guidance on the areas to address in each study and available for any kind of follow-up questions to the studies presented that might result during the duration of the contract.

Qualification and skills

·       Education at the level of Masters' Degree in a field related to the assignment (economics, law, trade etc.).

·       In the absence of a Masters' Degree: at least bachelor's degree and minimum 4 years of professional experience in a sector related to trade in addition to the minimum number of 10 years of general professional experience required below

General professional experience

·       At least 10 years of general professional experience in subjects related to the assignment (i.e. the various disciplines in the field of economics/law, international trade, FTA analysis, negotiation or implementation, etc.)

Specific professional experience

·       A minimum of 3 years of professional experience related to EU external trade relations

·       A minimum of 5 years of experience on trade policy related to Indonesia, including economic, legal and/or business analysis, FTA analysis, negotiations and implementation

·       Proven experience in leading and coordinating international teams in at least two (2) different assignments with a minimum duration of 12 months each

·       Proficiency in English language (C1 level) and in particular excellent report writing skills in English

Assets

·       Knowledge of Bahasa Indonesia would be a strong asset.

 

Experts 2 and 3: (junior – min. 3 years experience) (185 working days each)

The Junior Experts will be needed to follow the day-to-day developments in Indonesia. The unior Experts should have high proficiency in Bahasa Indonesia (spoken, written, oral and written comprehension). They must be familiar with legal and economic terms. These requirements cannot be replaced in the offer by calling on the services of an interpreter/translator.

Qualification and skills

·       Education at the level of Masters' Degree in a field related to the assignment (economics, law, trade etc.)

·       In the absence of a Masters' Degree: at least bachelor's degree and minimum 3 years of professional experience in a sector related to trade in addition to the minimum number of 3 years of general professional experience required below

·       High proficiency in Bahasa Indonesia (C1 level)

General professional experience

·       At least 3 years of research or working experience in subjects related to the assignment (i.e. the various disciplines in the field of economics/law, trade, international trade or any other related areas)

Specific professional experience

·       Experience in EU and Indonesia trade policy

·       Proven track record of working with legal texts and public government announcements drafted in Bahasa Indonesia and fluency in Bahasa Indonesia legal and economic language terms

·       Proven track record in data gathering, analysis and clear and concise reporting in legal, economic and/or trade-related areas
