Associates

  • Amb. Peter Black

    is the former Ambassador of Jamaica to the WTO and the UN in Geneva. He was a member of the Jamaican Foreign Service for over forty years, and has also worked in the energy sector. He has a wealth of experience in international trade and political matters, including negotiations at the highest levels.  As Ambassador to CARICOM he was deeply involved in regional integration issues; and while at the WTO he was intimately involved in all aspects of the DDA negotiations, and in the Organisation’s regular work programme. He served as Joint Coordinator of the ACP Group, Coordinator of the CARICOM Group, Chair of the Working Party on The Bahamas’ Accession, and a member of the Board of the South Centre. Recently he has undertaken projects in the areas of intellectual property and public utilities regulation. Educated at the University of the West Indies and Oxford University, his academic background is primarily in economics and international trade. Apart from his native English, he has some knowledge of German, French and Spanish.

  • Sacha Silva, MSc

    is a trade and development economist. During the past ten years, Sacha has advised public and private institutions on trade policy, agricultural competitiveness and diversification, trade negotiations (particularly in the WTO, regional and bilateral context), economic governance, regional integration, and development financing. His work experience includes extensive technical support to the African, Caribbean and Pacific (ACP) Group of developing countries in negotiating their trade relations with the European Union, Canada, United States, Australia and New Zealand. Sacha has worked as a consultant for, inter alia, the Caribbean Community’s Regional Negotiating Machinery, the Pacific Islands Forum Secretariat, the Commonwealth Secretariat, the UN Conference on Trade and Development (UNCTAD) and the Asian Development Bank. He holds a Bachelor’s degree in Political Science and Economics from the University of California at Berkeley and an MSc in Global Market Economics from the London School of Economics. Sacha speaks English, French and Spanish.
