Potential Project - Technical Assistance to the ASEAN Regional Integration Support by the European Union (ARISE)
As a member of a consortium led by Equinoccio (Spain) we have been invited to bid on a very interesting project in the ASEAN Region. The four-year project is designed to assist ASEAN and its Member States in tackling a number of key challenges in their regional integration efforts. Implementation is envisaged to begin in September 2012.
The project requires a significant amount of long- and short-term expert inputs. We are looking for both, but in particular for the five (long-term) Key Experts with the following profiles - let us know if you are interested, or know someone who may be:
Key Expert 1: Team Leader / High Level Economic Integration Policy Adviser (880 working days/4 years)
The Team Leader will have to coordinate overall programme work plan and activities. He/she will interact with high level officials from ASEAN and EU; provide policy / management advice to the ASEAN Secretariat’s top management; identify areas for further cooperation when needed to achieve the result; and participate actively in the monitoring.
Qualifications and skills
- A Master’s Degree or equivalent in economics, international trade, business administration or any other relevant discipline;
- An excellent verbal and written command of English is essential. Knowledge of an ASEAN language would be an added advantage;
- A thorough knowledge of regional integration, in particular ASEAN and EU integration policies;
- Proven experience in the management of international teams of experts of different technical backgrounds;
- Proven organisational, communication, mobilisation and change management skills;
- Proven ability to develop solid partnerships with high level officials in order to achieve project results;
- Proven access to a network among EU and ASEAN practitioners and experts in the topics covered by the programme, which will allow him to identify and select the most appropriate candidates for the short term expert positions.
General professional experience
- Preferably 15 years of professional experience related to a programme of this nature: such as an international organisation, trade research institute or international consulting firm specialised in trade matters;
- Preferably 7 years of experience in managing economic and trade cooperation programmes in developing countries, preferably in Asia. Relevant professional experience in ASEAN or AMS would be an added advantage.
Specific professional experience
- Management or participation in projects involving technical aspects covered under by the programme i.e. standardisation, quality infrastructure, trade facilitation (customs, transport), economic policy dialogue;
- Proven knowledge of European Union project management procedures and financial regulations, preferably through management and participation in EU-funded technical assistance projects of similar nature;
- Management and participation in technical assistance projects which involve an important “mindset change” in the participants, would be an advantage.
Key Expert 2: Transit Adviser – Customs / Transport (880 working days/4 years)
The Customs and transport adviser will have to review past cooperation and assess the further steps for ASEAN to effectively implement its regional agreements facilitating trade (customs and transport); review existing ASEAN work plans in the targeted sectors; draft OWP/AWP for the customs / transport facilitation activities; organise the various activities with the assistance of short-term specialists; report to the Team Leader.
Qualifications and skills
- University Degree in Economics, International trade, International Transport, law or any other relevant discipline;
- An excellent verbal and written command of English is essential. Knowledge of an ASEAN language would be an added advantage;
- Excellent communication, mobilisation of resources and change management skills;
- Proven ability to develop solid partnerships with high level officials in order to achieve project results;
- Proven knowledge and capacity on customs techniques and international transport facilitation;
- Proven record of works related to customs clearance and inter-state transport and similar regimes to facilitate regional / international trade;
- Good knowledge of international best practices and international agreements on transit, inter-state transport and multimodal transport as related to transport and customs.
- Preferably with proven experience in ASEAN transport facilitation.
General professional experience
- Preferably 15 years of professional experience in the field of customs procedure, transport facilitation, through simplified and harmonised rules and procedure for customs and transport;
- At least 5 years of professional experience to assist developing countries to modernise customs and transport facilitation practice;
- At least 5 years of professional experience of training programmes in developing countries, preferably in the ASEAN region.
Specific professional experience
- Planning and delivery of training and capacity building programmes in the actual operation of customs transit and inter-state transport regimes;
- Capacity building for customs and transport officers on customs and transport procedure, and transit;
- Previous experience in setting-up institutional framework for implementing regional transit systems would be a real added value.
Key Expert 3: Standards and Conformance Expert (880 working days/4 years)
The Standard and Conformance expert will have to review the ASEAN work plan and targets; plan the support by the TA for the implementation duration of the programme; organise the various activities with the assistance of short term specialists; report to the Team Leader.
Qualifications and skills
- University Degree (preferably Post Graduate) in engineering, sciences or any other relevant discipline;
- An excellent verbal and written command of English is essential;
- Excellent communication, mobilisation and change management skills;
- Proven ability to develop solid partnerships with high level officials in order to achieve project results and to motivate ASEAN Working Groups to meet the requirements of the ASEAN Economic Community (AEC).
General professional experience
- Preferably 15 years of professional experience in the area of standardisation, quality, conformity assessment;
- Good understanding of the development and implementation of the regulatory requirements over a wide range of sectors;
- Previous experience in training projects, preferably gained in the AMS;
- Previous working experience or exposure to European harmonisation would be an advantage;
- Previous experience in post market surveillance systems would be an added advantage.
Specific professional experience
- Specific knowledge of organisation and management of technical committees, standardisation, conformity assessment, directives at the EU level is an added advantage;
- Experience in WTO-TBT, and SPS specifically referring to the process of notification and management of an enquiry point, would be an advantage;
- Specific knowledge of directives approved at the EU level and knowledge of international standards relevant to TBT and SPS;
- Experience in capacity building programmes related to one or more of the following sectors: healthcare, electronic, automotive, and food sector and covering the areas of legislation, laboratories, inspection, post-market surveillance;
- Proven access to a network of practitioners world-wide and the EU.
Key Expert 4: Monitoring and Evaluation Specialist (intermittent – part time 440 working days/4 years)
The monitoring and evaluation specialist will assist the ASEAN Secretariat in monitoring the progresses and results achieved in all areas supported by the programme (i.e: high level institutional strengthening (component I), ASEAN economic integration in Standards, Transport, Customs (component II); and the ASEAN Secretariat capacity building (component III).
Qualifications and skills
- At least a University degree in economics, other relevant disciplines;
- Excellent command of spoken and written English;
- Knowledge of one or more languages of the ASEAN countries would be an advantage;
- Good reporting and presentation skills.
General professional experience
- Preferably 15 years of professional experience in areas related to trade and economic cooperation, including design, management and/or evaluation of technical assistance projects;
- Strong methodological background and proven experience in monitoring and evaluation of projects;
- Working experience in Southeast Asia and ASEAN and in particular related to regional integration would be an advantage;
- Proven track record and experience with project identification appraisal and design, in line with EU procedures and regulations.
Specific professional experience
- Proven experience in the evaluation of EU technical assistance projects, as well as considerable familiarity with regional economic integration issues in South East Asia or elsewhere.
- Knowledge about the EU's Project Cycle Management and Logical Framework Methodology is mandatory.
- Previous assignments in this sector in South East Asia will be a strong asset;
- Knowledge of EU-ASEAN relations.
Key Expert 5: Institutional Strengthening Specialist (intermittent – part time 440 working days/years)
The institutional expert will have to assist the team leader in assessing the current institutional arrangement and management practices for achieving ASEAN regional integration; and assist the ASEAN Secretariat in implementing certain capacity building activities.
Qualifications and skills
- A university degree or equivalent in public administration, economics, business administration or any other relevant discipline;
- An excellent verbal and written command of English is essential. Knowledge of an ASEAN language would be an added advantage;
- Proven organisational, communication skills. Proven ability to develop quality communication with high level officials;
- Good knowledge of regional integration preferably in ASEAN.
General professional experience
- Preferably 15 years of professional experience related to issues covered by the proposed project i.e public administration, human resources management, institutional strengthening;
- Involvement in cooperation programmes in developing countries, preferably in Asia;
- Relevant professional experience in ASEAN or AMS would be an added advantage.
Specific professional experience
- Management and participation in large scale institutional capacity building;
- Proven knowledge of institutional developments in the EU and/or other regional organisation;
- Management and participation in technical assistance projects which involve an important “mindset change” in the participants, would be an advantage;
- Proven knowledge of European Union project management procedures and financial regulations, preferably through management and participation in EU-funded technical assistance projects of similar size and/or contractual value;
- He/she must have a record of successful experience in capacity building / training needs assessment and designing training programmes.
